You lack the required entitlement to use <resource>
You own the script but this particular server is not the one it was granted to.
Do this first
Re-grant it in the Cfx portal to the key that is actually in your server.cfg.
What it means
Cfx checked whether this server is allowed to run the asset and said no. It is the entitlement side of escrow: the resource exists, it is intact, and this server is not licensed for it.

Ordered by how often it is the answer.

Not purchased on the account the server key belongs to
Entitlements follow the Cfx account that owns
sv_licenseKey, not the person running the server. - 2
Purchased but never granted
Some sellers grant by hand after purchase.

The server key was regenerated
A new key is a new server as far as entitlements are concerned.

Running it on a second server
One grant, one server key.

A shared or leaked copy
An asset obtained outside the marketplace has no entitlement and never will.
How to tell which one is yours
Open the Cfx portal and compare the granted server against the key in server.cfg. If other escrowed resources start fine, the key is good and this one grant is missing.
Where to look
sv_licenseKey in server.cfg, and the seller's grant list.
How to fix it
Not a code problem. Get the asset granted to the server key you are actually running, or put the correct key back.
